PbR in the Criminal Justice System

The Government aims to reduce levels of re-offending by encouraging the development of an outcomes-based market. 

Catch22 delivers a Payment by Results (PbR) offender management service in partnership with Serco and Turning Point in Doncaster prison. Through this contract, Catch22 will develop its approach with offenders both in custody and the community. The delivery model for the service is informed by our belief that establishing strong and professional relationships with those we work delivers results. 

With four pilots in operation, including Doncaster, and another six launching in the Spring, this conference will provide an update from the strategic leads as well as the practical guidance from the new pilots on:

  • Meeting PbR contractual arrangements
  • Aligning priorities and resources of Government departments through co-commissioning to reduce costs
  • Defining a successful outcome and determining improvement in services
  • Take advantage of valuable learning from the organisations testing the principle of a PbR system and understand how this approach will help to reduce re-offending and generate significant savings.
