Relaunch of DOMU Performance Documents

Monthly Partnership Performance Report

 

Period: Monthly. To be sent around the 16th of the month.

 

Purpose:

 

To drive performance and process improvement at Integrated Offender Management (IOM) Strategic Partnership Boards and within the 5 CDRPs. To report specifically against the National Evaluation specification for IOM and to evidence reduction in reoffending across the IOM cohort.

To evidence DIP/PPO and IOM programs compliments each other in West Yorkshire. To improve Operational process impact throughout the 5 HUBs

To inform CPS and magistrate courts of Restriction on Bail (RoB) DIP programme.

To monitor and analyse Non-Trigger Drug Tests against Inspectors Authority and influence ongoing National debate to evidence that these offences should become trigger offences. To demonstrate the success of Home Office violent offences pilot.

 

Brief Description:

 

  • Drug testing information of the previous month (Number of Drug Tests, % positive, drug profile,     offence profile, age and gender information on those drug tested, Trigger and Non-Trigger tests)
  • Restriction on Bail (RoB) information (Number eligible, number granted, number given other bail)
  • Drug Tests returned from Cozart (Overturn rate for disputed, medical and quality assurance tests)
  • Details on the Non-Trigger Drug Tests occurring in the previous month.
  • Offence profile by Drug Test result.
  • National Drugs Intervention Program (DIP) Dashboard figures
  • IOM, & PPO Live (operational) Cohorts and the Static (Locked)

 

 

Cohort, plus the Live DYO Cohorts:

 

1.                   Numbers being managed in cohorts, numbers in the Strands, Statutory / Non-Statutory, Adult / Juvenile.

2.                   Number selected / deselected, reasons for deselection,

3.                   Arrests by strand, with further break down for Burglary Offences

4.                   Also the members of the Static cohort Arrests previously deselected for ‘Stopped Offending’, arrested.

IOM Partnership News at a Glance

 

Period: Monthly. To be sent by the 10th of the month.

 

Purpose:

 

Non-Strategic and brief overview to inform the operational staff of partnership working headlines within IOM.

 

Brief Description:

 

·         Provides brief update of all things DIP/IOM/PPO

·         Includes observations of the above documents

 

Intended Audience:

 

DOMU Staff, DIP Project Managers, HUB Inspectors, Custody Inspectors

Drug Testing Quality Summary Report

 

Period: Quarterly

 

Purpose:

 

Quarterly report used to highlight potential training needs and improve custody performance in respect of Overturned – Other (Operator Error) Drug Tests & Failed Chain of Custody Drug Tests.

 

Brief Description:

 

·         West Yorkshire Report: Number of Drug tests, Percentage of Inspectors Authority Drug Tests over the quarter, Number of Overturned – Other Drug Tests plus respective percentage of all drug tests and Failed Chain of Custody Drug tests broken down by Testing Site. Comparison to National Average of FCOC Drug Tests.

 

·         Custody Suite Reports: Number of Drug tests, Overturned – Other Drug Tests, and Failed Chain of Custody Drug tests broken down by Detention Officer who carried out the test.

 

 

Intended Audience: Custody Inspectors

 

Where Available: Distributed to relevant audience via email.

 

 

 

Weekly Compliance Document

 

Period: Weekly. To be sent by close of play every Tuesday.

 

Purpose: Custody operational product used to highlight, evidence and improve custody performance in respect of DIP compliance national target, West Yorkshire Policing Plan target, Overturned, Quality Assurance and Inspectors Authority Drug Tests.

 

Brief Description:

 

·         Drug testing compliance stats sent to custody

·         Weekly updates on drug testing trends in drug types

·         Data Quality Issues – including number of Failed Chain of Custody drug tests

 

Intended Audience:

 

Custody Inspectors for operational use and cascade to Detention Officers and Custody Staff, HUB Inspectors agenda item at Operational Boards for information and guidance, DIP Team, 5 x Operational Partnership Groups, Custody Policy, Crime Managers, Local Policing

Monthly Compliance Document

 

Period: Monthly. To be sent by the 10th of the Month.

 

Purpose:

 

End product compliance table used to highlight Trigger Arrest Drug test compliance and Inspectors Authority Drug Test rates by Test Site and Division. Also Drug Testing Data & Arrest Data provided to the Home Office, Drug testing data and recorded trigger offence data provided to Data Managers in Divisions.

 

Where Available: Distributed to relevant audience via email. Compliance and Inspectors Authority figures available in Monthly Partnership Performance Report.

 

 

 

Recall on Licence Document

 

Period: Monthly. To be sent as soon as possible after the 5th of the month.

 

Purpose:

 

Improve process and evidence police performance as part of the Recall on Licence end-to-end target for the LCJB Recall on Licence Steering Group

 

Brief Description:

 

·         Number Emergency / Standard, number of PPOs Recalled, number with HDC, number MAPPA, % of Emergency / Standard recalls meeting the national target for time between recall being issued and time of arrest, number outstanding, number issued on a weekend.

·         Also provide DIU’s with nominal information of those still outstanding

DOMU SMT, HUBS, Divisions (SMT, Supt. Operations, Chief Inspectors, Crime Managers, DIU’s and Performance Managers), Local Criminal Justice Board (LCJB), Probation Strategic Secondee, Prison Strategic Secondee

Burglary Nominals Audit Report

 

Period: Monthly.

 

Purpose:

 

Monthly report highlighting nominals who were drug tested in the previous month following an arrest for an offence of Aggravated Burglary, Attempted Burglary, Burglary, Conspiracy to commit Burglary and Going Equipped for Burglary and are not part of the same month's DIP or IOM/PPO/DYO cohorts.

 

Brief Description:

 

·         Offence type broken down by test site and test result.

·         End Disposal of the offence, broken down by Division and test result.

·         Also provide HUB Inspector’s with nominal information for those not on the cohort.

 

Intended Audience for report:

PPO Reducing Re-Offending (Reconviction Report)

 

Period: Monthly

 

Purpose:

 

Monthly analysis of PPO National Measure to evidence West Yorkshire PPO Performance, against National Indicator NI30 included in the Policing Plan and monitored by the Police Authority.

 

Brief Description:

 

·         Shows the reoffending rates of the current Static (locked) PPO cohort.

 

Intended Audience: Home Office and Ministry of Justice, Strategic Boards, DOMU SMT, lCrime, Disorder Reduction Partnership (CDRP), GOYH, Corporate Review.

IOM Reducing Re-Offending (Reconviction Report)

 

Period: Monthly

 

Purpose:

 

Monthly analysis of IOM conviction data received from NPIA following the same methodology as the PPO National Measure to evidence West Yorkshire PPO Performance, against National Indicator NI30 included in the Policing Plan and monitored by the Police Authority.

 

Brief Description:

 

·         Shows the reoffending rates of the current Static (locked) IOM cohort.

 

Intended Audience: Home Office and Ministry of Justice, Strategic Boards, DOMU SMT, Crime, Disorder Reduction Partnership (CDRP), GOYH, Corporate Review.

Data Systems Audit Report

 

Period: Monthly

 

Purpose:

 

Monthly audit of the computer systems (MiCase, JTrack, PNC, Niche) used within West Yorkshire Police to monitor and manage the IOM, PPO and DYO cohorts. To ensure the correct nominals have the correct corporate markers on the systems.

 

Brief Description:

 

·         Discrepancies highlighted to HUB Inspectors.

·         Audit report, highlighting the number of discrepancies within the systems broken down by division. Also the number of discrepancies highlighted in the previous month which have been corrected.
